Core not bonded to deck

I have several spots on my deck where I thought I had core rot but after cutting it open I found the core to be in perfect shape but not bonded to the deck skin during the manufacturing. The outer surface of the balsa doesn't have any resin on it at all. Has anyone else had this problem.
