spot removal/ poly coat

Two questions: 1. I had my newly acquired 6.9 under some trees for the past few days, and now have black stains all over the deck. I power washed the deck, but they did not come off. They appear almost transparent Does anyone have a suggestions on how to remove these. 2. The boat was poly coated, but the black streaks from the toe rails, were not completely removed. Does anyone kow how to 'remove' poly coat?
