If you know the specific brand of "poly coat" you might ask the company if there's a safe solvent for your situation.

The actual brand "Polycoat" is an epoxy coating, I think, and there's the possibility that anything that would dissolve epoxy would be even more harmful to the polyester FG on your decks, cabin, etc. Sanding may be the only safe way to remove it.
