Well, I seem to have fixed it. I just hope it lasts. I went with a fiddle block and made it a 4:1 system. I took the small shackle and pin out of the end of the fiddle block. That left just a shaft sticking out of the block with a hole in it as my only means of mounting to the keel tang. Unfortunatly, the largest bolt I could get in it was 1/4 inch dia. So I put a 1/4 inch stainless bolt through the keel tang and then through the hole in the block, with about 6 washers inbetween. It appears to operate smoothly and directly in line with the other to sheaves on the brigde connector plate.

Should I be nervous about that bolt giving way? I think the original block had to 5/16 bolts attaching it to the keel tang.
