The 1996 model is reputed to have the properly sealed ballast tank. I have a 1996 Santana 2023 C. I had it opened up, and it was fiberglassed throughout. However, I purchased it from a second owner, so I do not know if the first owner did the work or if the factory did the work. Numerous owners have stated that the factory started to do the work on all models since 1996.

The 2023 is fast. It sails far more efficiently than the other water ballasted boats such as the MacGregor and Catalina.
