I've looked into a form of pump to drain the tank a while ago. After thinking about all the pro's and con's, I can say that you don't want to put one in if just draining the tank is the reason.
1) (Most important): You DO NOT want to sail without water ballast! This is a very unsafe thing to do! Sure some racers drain their tank when running with the wind but if you don't race, don't think about it.
2) If you want the quickly drain the tank after the ramp, you can live with just letting the drain hole do it's thing. What's five minutes rolling down the road.
*In the past, I used to leave the plug tight until just before returning home. That way I'd be putting a mist of water on any tailgater behind me! LoL

The only good reason I could come up with for a pump to drain the tank was to remove much of it while at dock if the boat were to be left in the water all season. Except for my mental memory of refilling the tank the next time out, that could work out okay if you have issue with wood rot in the tank.
