When I opened up the bow air chamber on my '92 A last summer I removed about 5 gallons of water. My guess is the slow leak was caused by flexing of the sole over the centerboard trunk where it extends into the air chamber. The sole was attached by caulking/sealant to the trunk and I believe that over time the sole separated enough to allow water to slowly leak from the ballast chamber into the air chamber.

My solution was to thoroughly seal both sides and the back of the trunk where it butts against the sole in the ballast chamber.
