Can't say for sure but the reason I think the coating just looks pulled up or contracted back. What most likely happened is the wood under the coating got wet and swelled causing the resin to split on the corner seam because it's the thinnest there. The lower edge of it has cloth bonded into it giving it strength so as the wood expanded on the corner that didn't crack it lifted the resin up.
I think what's also important in the picture is where the cloth is laid up on the bulkhead it looks just fine. A testimony to how it would hold up over time. Also that the cracks in the resin on the bulkhead is caused by by the brittleness of the resin or the grain swelling of the wood being stronger than the tensional or bond strength of the resin alone.
Thanks for all the pictures and updates of your project. I need to take the chain saw to my old 30'wood cutter this weekend but hopefully I'll get started on my tank next week if the weather holds. If not I'll be working on it in the shop on weekends.
