I can only speak to my experience. I pulled the trailer out from under the boat last year to work on the swing keel.
Getting the boat on to boat stands - to do this you must find a way to lift the front of the boat over the trailer to get in on a stand. The aft stands are no problem. If you do this try to get as much weight off of the boat as possible, i.e. the mast, boom and all the stuff inside and make sure the stands have a large, padded surface.
Because the welding is to be done on the trailer, not the boat then I would think that any certified welder who has trailer experience could do a good job for you. Repair on site would seem to be the simplest.
