It worked.
A few months ago, I purchased a product called Fix A Leak. It is used to stop leaks in spas. You pour it into the spa. While it is running, the chemical (made out of finely ground glass beads) finds the leaks, interacts with the air on the opposite side of the spa wall or pipe, and coagulates to a permanent seal. The liquified glass beads can seal a hole up to 1/8 inch in diameter.

I put the entire quart into my ballast tank. I then sailed the boat in 10 or more mph winds, forcing excessive heeling of the boat. This caused the chemical (which is heavier than water) to mix with the water and find its way to the seams, where it begins to clog them.
The trick is to leave the boat in the water and sail it enough times to allow the seams to be clogged. Also, I kept the ballast tank a little low on water in order to make it have much much movement in the tank in order to mix with the Fix A Leak.
The results: my rear air chamber used to fill up with about 3 gallons of water a week. It was getting worse, rapidly. After using Fix A Leak, the air chamber is now getting about two cups a week. It lessens every time I go sailing.
Note: Order the product from the website. I had a hard time finding it in Spa Stores in Fresno. Spa Stores would rather have people spend hundreds of dollars on repairs rather than $30 for Fix A Leak.
