If the tank stayed full for ever it couldn't rot as it needs air to do so. My boat is a 94, I just bought it last summer. I noticed a piece of the lining stuck in the drain/fill hole last fall. I'm not fixing till next year. Unless the flotation tank starts getting water in it it's not necessary to fix the ballast tank before using it. Once fixed you'll never have to worry about it again. I didn't let the issue detour me from buying the boat, there are too many good features for that to get in the way. Bob
