Even with the ballast tank valve open and the boat plug out, water will only come up a bit above the floor when the boat is sitting level. Once it has reached the floor, the ballast tank is full, and the boats buoyancy limits its further rise.

The stock ballast tank valve is not really water tight. That's why people with the valve have a hard time pumping the tank empty when they have tried.

Schock recommends that you never motor or sail with the ballast tank empty.
