As you likely already know, I have a 9.9hp on my 23 footer and that is about the largest I put on it. Several have 6 hp OB's and a few others have 8hp. Two reasons I not go larger.
First, for my boat it would be overkill. Generally if you can travel at hull speed with half throttle, why waste gas with a larger one.
Second, having a four stroke the extra weight gets to be a drawback. (120 lbs) A smaller 6 to 8 hp outboard would be my choice but at the time they didn't come that small with an electric start which was a criteria I had.
For your size sailboat, a 4 to 6 hp should work fine. The lower weight is important also. I'd definately forget the two strokes. As I mentioned earlier, many smaller lakes don't allow two strokes, (even the 100 to 1 ratio type).
