Interesting point - I agree they should follow directions and should have positioned the hose 24" above the (normal) water line.
That said, I believe the two ft minimum is based on the seal being used on not just sailboats, meaning vessels that could pull their stern down quite a bit, thus possibly causing the tip of the vent hose to actually dip below the waterline, possibly allowing the water in the vent hose to top over and drain in the boat. Weather putting the tip of the vent above the waterline and in the center of the boat would address this concern as much as placing it 24" above the waterline aynwhere else... I leave that to the experts.
In my humble opinion, if the vent line would terminate in the (a) self-bailing cockpit, any and all concerns would be addressed...
