I don't think that you are missing any parts though, one cable will exit the hole on the port side and attach to the rudder bar and the other (which should be longer) will go past the bar, around the pully and attach to the rudder bar from the starboard side. I would imagine that if you turn the wheel back and forth, you will figure out which is which. If they are the same length right now, the wheel is probably turned too far to port.

The cable is passed through a hole in the bar, looped, and is secured with those U shaped cable clamps(I don't know the proper terminology). Ours are the galvanized type like from a tractor supply store,... adequate but a little rusty by now. Stainless would be better if available.

Also once you get that figured out, tension the cable with the rudder straight. It will develope a little slack when turned all the way port or starboard due to the swing of the rudder bar. You'll see what I mean when you get it hooked up.

Good luck with that, I can't get to the boat for a few days but would be willing to photograph the cable set-up when I do.
