Bill and/or Dan, Yes, this does seem like a good deal on a S25. I looked at the photos at the broker site. The funny thing is I bought mine from Hoopers back in 2000. They are great people to work with.
OK, first some pointers:
1. she does not have the cockpit seats. That may or may not matter to you but as a frame of reference, those seats are the most fun places the kids like to sit.
2. a survey is required. Don't even think about it.
3. figure out what a resonable price for the boat is to fit within your budget. Then, deduct the cost of the new tires, the survey (figure about $375 to $450), and a potential brake job on the trailer (the surveyor will tell you. Also, the surveyor will give you the condition as to whether it is sound or not, and then a list of things that should be fixed. When you discuss the report with the surveyor he or she will tell you a ballpark for any fixes.
4. offer the above amount to the seller through the broker. You will get a counter offer and then it will be up to you to decide what you want to do.
My advice is to hire teh surveyor to inspect the boat first. Why? How much will you spend to drive there to look at it and then again to pick it up? See? The survey sounds like a good starting point!
