Rsearching S22

Greetings, We're about to retire at 62 and have been researching various trailerable sailboats. We've located an 86' S22 in good condition, but the centerboard is stuck in the up position. From what I can research, these boats are fitted with stainless steel centerboards and have lead ballast encased in fiberglass. If this is correct, then I'm not sure what the problem is with the centerboard; my fear is it was damaged/forced up into the keel during a grounding? Any comments/suggestions will be greatly appreciated. We have asked the current owner if he will accept a marine survey. Early thanks for any information...John
