I have an S22 that I have totally rebuilt. The board is stainless. The only true way to find out what is going on with the board is to get in on a lift so you can try to get it out. Could be the board is bent or there is some growth holding it in place.

My keel is either lead or iron encased in concrete....then fiberglass.

The board only comes down about 6 inches and doesn't majorly effect the boat. The only time I feel like I really needed is working to windward in a really stiff breeze.

I remember a story of one person who thought the board was stuck up, but it really had fallen off.

S22 is a fun boat for it's purpose. One even sailed from Norfolk, VA to Bermuda.
