My keel is rusting!

So I was all set to start bottom painting this morning and came across 3-4 spots that are rusting. Two of the spots on the port side actually have chunks of metal visible. They are all near the middle of the keel, just ahead of where the wing starts, about several inches down from the hull-keel joint. This is on the port side. I took a plastic chisel and scraped off a bit. It almost seemed like they had gelcoat right over the chunks of metal. Close-up: Starboard side: I did not find and evidence of a grounding in the front, but it could be hidden. However, I did find this peculiar spot on the aft end of the keel. It's about 2 inches and near the middle. Location of spots:
