Water leak

Is it actually coming up along the keel cable?
My cable runs through a pretty tight rubber stopper and I have never had a leakage issue through there. Now water coming up through the cockpit drain is another issue. I found that a half full 8oz water bottle, upside down, plugs that little gyser pretty well.
