you have to be able to tack properly, quickly, on command 100% of the time. I have sailing without a jib, but in light air, in very tight quarters like that I would be tempted to tack twice as many times without a jib, than mess with the jib and tack half as many times (but still a lot!). But, that depends on the boat, the wind, crew ability, etc.
