Chipped the loose gelcoat off, filled with fiberglass filler, sanded smooth, and painted the bottom. Since my boat will not stay in the water anymore, the problem is solved.

Before doing the bottom job I read this article on blisters:

Followed the advice, and used a topside marine paint as the barrier paint. The boat is 31 years old and only cost me $1,400 having the bottom fixed professionally was way too expensive. Blisters were mostly cosmetic, no delamination, so what I did was good enough.
