Up at Friday Harbor (San Juan Island), they have a lot of guest slips that you cannot reserve ahead of time (first come first serve). If you get there in the morning (during a busy time) you can get your name on a list, and when a slip becomes available (slips become available daily as boats leave), the harbor master will hail you on the radio when your turn comes up on the list. A lot of people will tie up to the big guest dock after they get on the list (this is not legal and I personally haven't done it), they will walk around Friday Habor with there handhelds waiting for the harbor master to hail them.
