But, hey, I have done something boat related.
I think this is called a pig stick, but I bet someone else has the correct nautical name. It is upside down in the picture, but the pennant will fly from the loop at the top. The spare halyard will be run through the loop at the middle which will be hauled to the sheave at the top of the mast. The loop at the bottom will hold the halyard shackle and the white rope will be the downhaul.
It will hold Madam Captain's St. George's pennant up above the top of the mast where it can fly properly.
